The web form is an HTTPS address that can be opened in a browser. The second form is a custom protocol intended to hand off to compatible Tencent software on a device where that protocol is registered. A link that is generated successfully does not prove the identifier belongs to an account or that a chat will open.
A contact link is an invitation to an available messaging route, not a way to bypass account settings. Whether the destination loads, whether the recipient permits contact, and whether a user can sign in depend on the relevant service and device. The generator reports no delivery state, recipient presence, or response.
